Chip very much enjoys the show "Pingu", for he feels that the character and himself relate and connect on a deep level, and he'll happily noot along with Pingu while he's watching it. It should be no big surprise that some time after meeting a certain pseudorobot (who shall not be named), Chip managed to get his hands on his very own suit of his favourite penguin.

After getting inside, there were a few minor problems, like his box and neck bulging quite visibly from it, the suit's arms just hanging there (on account of Chip not having any arms), and it being a little hard to see out of. But he still adores it nonetheless, and has been keeping it on and happily nooting away ever since.

I'm sure he'll want to get out eventually, but judging from how he has been going up to everyone and nooting to them, he won't want that for quite a while. Or maybe he's trying to tell someone to let him out? It's not like he can tell you if you're wrong.

So this is a cute idea that me and  Salakirby both came up with. Since Chip is only capable of saying the word "NOOT!", I immediately started thinking of Pingu, who also only makes this one vocalization. Decided to do some experimental techniques, I like how it came out.
