For multiple headed characters who aren't like explicitly different people (Like my shamira and raja are) my assumption is it's kind of like brain hemispheres. Semi-independent, but linked and able to communicate some vague things with each other. Like one head isn't busy keeping conscious awareness of the other, but like, the cougar/ram body might spin around to look at something the snake noticed.
