An interesting idea, it really has a look of perhaps some kinda self-made/self-repaired creature. I love post-apocalyptic (and post-post-) settings but I think I might avoid something like this and leave it to... collect stuff.

  319 is harmless, really. It just wants friends! But everybody has the same reaction you did so it's pretty lonely, heh.
  
  And yes, it does self-repair, though it wasn't self-made.
