Also known as Black Directive, or Black Shirei (shirei have different kanji depending on if it means directive or commander, but have the same pronunciation) is a human looking alien from Black Star, a sentient planet.He made his first appearance in episode 40 of Ultraman Leo to take on the role as the big bad and final antagonist of the eleven last episodes. Before that so didn't have any true major antagonist, except for Alien Magma who Leo already killed and Alien Babalou who lasted several episodes as a big threat to both Leo and the rest of the Ultramen.

In his first appearance so did he have his saucer kaiju Silver Bloome, a size shifting monster enter the MAC space station (the science and Earth defense organization in this series) and had Silver Bloome destroy it from the inside, killing a majority of supporting characters.
After Leo defeated most of his saucer monsters (including the fan favourite Nova) so does he hire Alien Bunyo, another inhabitant of Black Star (and may be another creation of Black Commander) and later Black End, his last and strongest saucer monster.
He may have been a threatening and serious villain, but his defeat was rather pathetic as he was defeated by children that Leo's human form have been friends with throughout the series.
In the Ultraman Leo manga (in which he had a different appearance, so I decided to combine the looks from both the toku and manga) so was Alien Magma and Alien Babalou actually working for Black Commander, and instead of only controlling his saucer monsters with his crystal ball so was he able to grow giant size to fight against Leo, which was how he met his end in that version.

His fashion have been used by several other aliens in later series in their human form (with some variations as to not mix them up).

Black Commander appeared again in Ultraman Orb, but it's unknown if it's the same character or an alternative version, but he was once a conqueror who's now retired to serve coffee in Black Star Café, a café that's hard to find and considered an urban myth.
When several aliens escaped earth and monsters dying due to the planet slowly dying so did his pet monster Nova become crazy and went on a rampage.
So Black Commander decided to once again attempt to conquer Earth while he still can and joins Nova.
They were a though challenge to Orb, but he was able to stop Black Commander from conquering the planet.
