It's not as if they were going to be a unified power bloc, anyway. I guess this points at things being better in the past.

It becomes more clear in the future, but yeah. Pretty much all dragons got along before the fire wings suddenly turned. Flare happens to be one of the dragons that never agreed to attacking others. There is a reason how she got her position as "slave master" and is used to spitting flames at the sky wings. All will be answered later. :)
