This was originally meant as a backdrop for the Victoriana role-playing campaign my group was playing.
The theme is one that my little scullery maid rat character Snowdrop had been writing and performing - a much revolutionary piece of big dreams disrupting the inherent order of a highly stratified society. And she did perform it for some nobles!
I had planned the song to start popping up here and there, and the first thing I was doing was a quartet of street musicians having heard the song, now doing their rendition of it. They didn't overtly trumpet out the words, but it'd be a quiet hint of revolutionary ideas. They also have some ideas of what to do when a nobleman walks past in the street (you'll notice).
This track never got used in the game, alas.

P.S. Some of you may have heard me perform the real version of the theme live at conventions. But I'm getting a beautiful soprano voice for it (which requires a few changes), so you'll have to wait a while longer for the full release!
