This electabuzz got tired of waiting for lightning storms! It figured out how to break into those electrical uutility boxes and just GORGE themselves with the electricity and cause long blackouts!
The kids nicknamed it "Mr. Ouch" after the warning sticker. THAT is the monster that will come out of the electric box! Whenever some foolhardy brave person tries to chase off that power thief, Mr. Ouch will hoist up his big electric belly and arc just TONS of lightning at them, literally like Emperor Palpatine or something!
