Etsy seems like a pretty large online store to me. Anyway, Toby's a pretty approachable guy and has a huge online presence, I'm sure it wouldn't hurt to ask him and get approval, then you could at least say that you have permission when/if anyone brings it up.
Redbubble and Zazzle are stores where the artist just submits a design and the site does the rest - sales, payment, production and shipping. They are also both primarily apparel/fashion sites which Toby Fox seems to take a harder stance on vs. stickers, charms and prints. Etsy is a store where items are made and shipped by the artist themselves, usually in much smaller quantities. For example, I only ordered 50 of these sticker sheets; they are technically printed by a machine, as are all stickers, but I wouldn't call them mass-produced when the quantity is that low.
To me these are clearly allowed or Toby Fox wouldn't have stated in almost the first line that stickers are fine. But if you are concerned you are welcome to contact him about these. I have no intention of going against his wishes, which is why I waited to start making Undertale merch until after he decided to change his policy.
