This is The Mind-Eating Lion, (“Mind-Eater” for short), a supervillain with telepathic powers, who can influence emotions like fear and sadness to overwhelm heroes. He's facing off against Nunzio “Champion Cheetah” Chazelli, a superhero with speed powers, that he's too transfixed by fear to use right now. This animation shows Mind-Eater using his "Fear Roar" attack, which makes his opponent so afraid that their fur turns white (temporarily).
