Whenever Dr. Rogers is in a good mood, you know terrible things are about to happen. When he's laughing like a lunatic, then either one of two things have happened:

1. One of his plans have been successfully carried out.
2. He's bested or killed off a pesky hero or obstacle.

Either way, you don't want this madman laughing.
