This one was done for TechnoForTomcats (http://technofortomcats.deviantart.com/), of her AWESOMELY designed character named Kyu! Kyu's design was created by Neogeen, who did a fabulous job with the concept. See original concept work of Kyu here (https://www.weasyl.com/submission/467668/kyu-i) and here (https://www.weasyl.com/submission/467671/kyu-ii) Kyu is a creature based on a ball python, with blue energy emanating from it's body in any shape it chooses. We went with a sort of tendril webbed fish-like wing shape here, inspired greatly by thedancingemu's designs.
