Here's a blow-up of the first panel for Project Future p.600. It shows Jakob meeting with an investigator from the Being-Creature Commission, an international body regulating various activities such as creating new lifeforms.
Jakob is accused of doing so, and may face very serious consequences if he's found to have broken their laws.

Jakob's unusual attire is the result of him being caught unawares in a rubber catsuit with thigh-high boots, and trying unsuccessfully to improvise a more businesslike appearance. Catsuit-underneath-clothes does have a certain appeal to it, hence my posting it here.
