This is the primary character for a currently unpublished Legend of Spyro fanfic titled "Purple Haze".

His name is Teare. He is a soldier in the shadow dragon army. He experiences strange visions every now and then. His element is electricity and also has access to Shadow. Later in the storyline, he loses one of his legs and an eye and is implanted with magical cybernetic limbs.

Note that his charm is the same shape as Layer's chaos mark...
