Because I wanted a raccoon character besides Charley even if he's a fat loser just like Charley.
I guess I just have a thing for fat dorky loser characters. First impressions are important and boy did this guy screw that up, he's not even wearing any pants!

He goes by "Chip" even though his name is Chris.

I think I was going for "embarrassed" or "nervous" originally but the look and pose both scream "I GOTTA PEE". That's what happens when you pass out on the couch watching TV in your underwear and drinking orange soda straight from a two-liter bottle and eating nachos.
