I know there are a lot of people out here on weasyl who use the site. I see you guys faving stuff. You're out there, I know you are. However, This past week, I have seen nothing but journals stating "I'm leaving weasyl because it's inactive." Why is Weasyl inactive, though? I'm sure a main reason is because people are dumping their art here, then leaving expecting others who do the same to fav their work.
It's perpetually inactive because no one is putting their own time into other people's posts. People are leaving because no one is interacting with posts other than their own. People are leaving because their own pages are not being interacted with making it seem like there is no one here.
TLDR: If you like something Comment on it. Comment Why you like It
If you read a journal that had an interesting topic, comment and converse.
Well, comment what you liked about it. Was it cute, funny, cool? Did you like the way they drew a certain thing?
Does something in the art remind you of an experience you had? I like artwork that reminds me of when I open the doors in the spring morning.
Stuff like that.

I totally agree! I actively try to comment on art and weasyl is still the first thing I check everyday.
You can't put 0 effort into trying something new and expect good feedback yourself!
Yes but you see... I'm really shy >_< Unless I'm already friends with someone or have had a couple conversations with them, 9/10 times any comment I might make, I delete instead of hitting "submit".
I usually try to comment on things, but I get a bit shy sometimes ;w;
Something that I find motivates me to comment though, is how when someone comments on my art, it makes me really happy, even if its just something simple. So I comment sometimes in hope that finding a comment makes that person happy. ^^

Sometimes it's not enough though sadly like you said people are dumping their art here then leaving for a month coming back and saying oh ill be more active and the same thing happens again
