I don't know, I guess it depends what time you're on.
Some of the better submissions tend to pop up around 1am GMT. Probably because the US is awake :)

Shitty art is in the eye of the beholder. Any art site you go to could have shitty art. Having multiple sites allows people the option to find a site they like. Me I am on them all, then again I am an art whore.
