So, if I send someone a friend request and they turn it down, or "ignore" it, I can't favorite their stuff or comment on their pics anymore? Not sure I understand that.

Hello!
Friend requests (and accepting them) mean that if a posting user has "Friends only" submissions to share, they will be seen only by those that have been confirmed as Friends. This is the only purpose the function has.
'I can't favorite or comment on their pictures' does describe Weasyl's "Ignore user" feature. Ignoring a friend request is not the same as ignoring a user.
