Bit of a misleading title, but done more to garner your attention.

While I still have a few new entries coming in the near future, there was still some I never did make for one reason or another. Either deciding against it after thinking it over, interests in other characters, or just loss of interest to pursue. Still, for curiosities sake, here's some of the characters I thought about doing in the past that "for the time being" won't be getting an official entry:

While not really obscure, I still really liked the character enough that I at a few times thought about including her in the series.

This one ALMOST made it into an upcoming page. But by a smidge decision, I ended up dropping her. Why? Well, again... she wasn't entirely obscure and has had a couple tickle pictures done by others in the past. There's another reason she was dropped, but I'll let you know when I finish that specific victim page.

The Girl Trio (Fritz the Cat)

Another one that almost got made, which would had been one the last times I did a victim page exclusively to one property. I have only seen bits and pieces of the actual movie, which these three mainly appear in the first act, being pretty gullible that Fritz tricks them into a threesome... so figures Izzy would too take advantage of the naivete for a tickle session. So why didn't I go through with this? Cutting down my workload, mostly.

While I didn't think much of the show she existed in (wasn't great, but wasn't awful), thought the character held interest for a time as a potential victim entry.

Had this one planned out 5 years ago, but dropped thanks to a combination of workload, disappearing interest, and depression eating away motivation. Also, never had a fourth entry... odds are probably would had been Gadget Hackwrench from Rescue Rangers, since I would tend to get that request a lot.

Back when Animal Crossing: New Leaf was all the rage, I too got sucked into that addictive game. So naturally to tie-in to that, I was going to do a AC victim page (with slight alteration to give the characters actual feet/paws + toes instead of the little peg legs they have). But after the obsession started to die down, so did my interest in making the page.

As you can see above, "she's been done", so the interest based on obscurity alone was fizzled out.

Trophy Thomas (Banjo Kazooie: Nuts N' Bolts)

While the infamous Nuts N' Bolts game is complete fucking garbage, the character of Trophy Thomas had almost been part of the series since the beginning in 2007. But kept getting delayed over and over and replaced with other characters I liked more.

"Digimon / Voters Poll"

Like what I did for the Pokemon Victim Page ( Victim 13: Pokemon ), I was originally planned to do the same for the Digimon series. However it never got far enough that I had any characters chosen for it.

There probably is a bit more, but I have forgotten by this point. As it is, I have a good solid list of characters for what remains of the series.
