I've been meaning to be more active here! Over the past week or so I've finally started to do just that, and have found a good way to motivate myself:
I am following people here that I don't follow on FA. In fact, I will not follow them on FA specifically to give myself a reason to favorite/comment on things here. In fact, for artists I follow that are equally active here and there I may unwatch them on FA. Am I missing out on stuff? Certainly! But if I can get artists to be more active here, then it's a win for everyone.
The biggest reason I've been seeing from people as to why they won't move here is simply the lack of activity. People don't come here because nobody is here. People like me, watchers that don't have art themselves, need to be more active to make artists want to post here. So if your favorite artist posts the occasional picture here, comment on it!

Yeah, and as the staff have said many times Weasyl isn't even furry exclusive, it's just furry heavy right now because of all the problems from FA.
I think the trick is to be active here, and slowly ramp down activity "there" while posting reminders of activity here. Link other artists you like so your "crew" is active all over the site, and things will start to take care of themselves.

I don't think I'll truly migrate away from FA until the majority of artists I follow are posting their work here, but I'm definitely planning on reducing my activity there.

Actually, I kind of hear you there. There are many people I watch here that I know have an FA account, but I much prefer to watch them here where they are at least as equally active than to watch them on FA.
I don't comment art too often though, but generally I tend to comment art here more than elsewhere. Also trying to never fail to advertises my streams here either(though I generally advertises them everywhere except twitter due to the amount of non-furry/non-TF watchers I have there ^^; )

Welcome to the club ;) DeviantArt users are almost like FA people, I guess. Maybe it's a case of Stockholm syndrome?
I just hate the same old justifications, such as...
"Even though I hate this place, I'm not going to try something new, because other people are unwilling as well"
OR the "eeew furries" reaction. Especially among hypocrites and fandoms- with their own kinks, fetishes and erotica...
Some of them even have the nerve to keep ranting about their "home-site", but never do anything about it.
It really boggles my mind how these people think,- do they even?
