Right, this could be a bit of a catch-22.
As I used to design Wordpress themes but have became a bit rusty with HTML/CSS but have you registered a site with a host and gotten a fresh install of Wordpress? Or are you using a registered account at the Wordpress Site. It'll either be .org or .com as one is for Wordpress Developers and press releases and the other is for people to sign up for a free blog. The Free Blog option has a few limitations which prompted me to buy hosting I'll need to renew.

I could probably find tutorials or resources or talk about organizing a design to help you start off with, and tweak later when needed. But I'd recommend getting a few pieces of copier paper and blotting down a paper mock-up of the website. Which helps visualize not just what you want it to look like and do but when you dig into the coding you know what you want to get out of it. So the 'tools' you learn to use build your plan. Like how Architects work.

        $12?! Who are you with?
I'm coming up to the end of my contract and it's going to cost me $49.99 (But I think that's for four years plus special deals I don't use, I need to read over the terms as it's handled by a bulk payment when I wanted a monthly sub.) I'm with bluehost.

Also make sure the $12 was for hosting as some providers don't cover or don't offer a free domain registration as part of the offer. (So in addition you, or at least I had to buy webspace and the url.)

I know godaddy and google (who operates through godaddy) sell domains for $12 a year, but not actual hosting. If you bought a domain, but not actual hosting, you can link the domain to a blogger or tumblr blog (or plenty of other similar sites) and simply set up the blog to function like you want the website to :>

Also, the cool thing about wordpress is that there are LOADS of templates you can download (some are free, some aren't) and work from and edit very easily yourself!

If you're touching code, you can fairly easily learn a lot about basic HTML and CSS stuff you're likely handling here: http://www.w3schools.com/
