...you commissioned a painter to paint you a portrait, and after it was completed, the painter said "here is a link to a picture of your portrait, but the actual piece stays with me." Pretty insane, right?
Well that's essentially what Weasyl's "Collections" system is. Just saying.

I believe in the FAQ's they instruct you not to re-upload commissioned work, citing server space as well as artist recognition. Which honestly I think is going to hurt artists in the end, both by lowering the amount of overall exposure and by lowering demand for commissions. As someone who has commissioned art in the past, I will have far less desire to commission people in the future if such a system becomes the norm. And when I do, I probably won't pay as much for it.

Well I don't see any reason why you can't download it for yourself or upload it to your page (with their knowledge and proper credit of course). I think the collections system is supposed to just be a way of showing off stuff for you while allowing the artist themselves to get recognition for it themselves. Honestly it seems like a win-win to me!
