The second last character is here :D! I'm sure attentive people could have guessed this one since Rosaital was the only sapient species (not counting Iyj because they don't get a character with a major role at least yet) with no character representation. Vell was actually one of the oldest characters I came up with which explains why there's a early draft of their design here. The colour scheme had a big overhaul in particular as did a few other aspects to make them stand out to other Rosaital. So info time!

History:
As the silly age listing would suggest Vell's history starts probably long before their species search of sapient life even began (so over 3000 years at least). While they had nothing directly to do with that project they did eventually become part of it once contact was made with the first species known as Kisob'ae. While their position has changed many times over the years from interpreter to military positions to political positions they were among the pillars that formed what would be called the UICA (United Intergalactic Community for Amity). This organization sought to created a peaceful environment of just and equal treatment based around the unique biology of each species as well as create rules for species to abide in order to protect each species' best interests.
While Vell position was lower originality as members died of old age eventually they become the head counsellor of the organization on top of the being one of the Senior members alongside other Rosaital that helped formed it.
As of the beginning of the story there has been some concern about a supposed individual that created an apocalypse device and they have given the blessing to put out a bounty on the live capture of this individual.
Personality:
Vell comes off as quite lacking in emotion. While they seems more than capable of empathizing with others and understanding their emotions in general you rarely see this individual get too excited or angry about anything. Vell seems to try to keep their emotions detached from others and tends to mostly just socialize for work. That said they're incredibly police and have a vast vocabulary not only in intergalactic language but in a number of languages of different species. Despite being rather cold emotionally they are quite kind and will often aid individuals with quite mundane task well below what you would think someone of their rank would be willing to take time to do for others.
As far as the bad goes as someone that helps run the UICA its pretty evident some decisions they make have much broader long term effects while what most see tend to come off as nonsensical to sometimes outright cruel. A good example would be their decision to keep the Xoqe at the UICA instead of letting them return to their home planet after being rescued from forced labour. These conditions are substandard for the Xoqe in many ways yet Vell and their colleagues allow it simply to follow the rules strickly to prevent possible future problems. All in all a pretty complex individual.
Other points of interest:

• Like all Rosaital they're made up of multiple plants in a symbiotic relationship so as a result they refer to their own unit will call is as "we". They are polite about correcting it but will ask individuals to refer to them as multiple people rather than one.
• Vell very much loves gardening and greenhouses and spends most of their free time in these locations. They fit in well as they are plants themselves.
• Since its pretty obvious some folks would try to assassinate Vell as a high ranking staff of the UICA (they do have enemies for sure) their suit is made of incredibly durable material. They've been basically blown up more than once and didn't sustain any injuries. Unfortunately this does mean they rarely get a chance to take off the suit without making themselves vulnerable.
• Vell manners are sometimes a little too strict and they don't feel comfortable saying no to well intention behaviour life gift giving. The number of times they've end up stuck with a snack food meant for fauna species they couldn't ingest is pretty high. They also sit at meetings despite having no biological need to rest their vines.
• What few times they actually diplay emotion are hard to catch as their voice is pretty monotone and doesn't fluctuate.
• As weirdly out of character as it may seen they actually enjoy video games of all sorts from the various species which have actually gotten to a point of developing them. Since time passes quickly for them they tend to ask people often how far technology has gotten in that area since it often feels like the NES just came out last year when it was several decades ago.
