This is Pascal Quentin, Metamor Keep's alchemist. She features quite prominently in many of the early Metamor Keep stories (back when I was active in that community).

She was born a human male, but was magically transformed as part of the great battle that made Metamor Keep infamous. Later on she changed her fur, skin, and quill coloration through some possibly-ill-advised experiments.
