If your snake is doing this it means he's trying to soak. You need to provide a bigger water dish for him so he can properly soak in it.

I personally really like the large or x-large ExoTerra dishes: http://www.amazon.com/Exo-Terra-Water-Dish-Large/dp/B0002AR4BG They're deep but easy to get in and out of. Plus they look nice. :>

Also, I'm unsure of the exact species of this guy but looking at his cage-- https://www.weasyl.com/submission/336034/cleaned-snake-cage --I feel like it's a little barren? Depending on his species I would suggest getting him something more to climb on--a large dried and cleaned grapevine or piece of driftwood works wonders!--or perhaps making his substrate deeper so he can burrow.
