Being that after the events of Heirs of Hyrim Amelia is now a civilian, as are her family members, and the fact that she's still a teenager, it meant she needed to start going to school like everyone else. The uniform may not be mandatory at most schools in the regions outside of Hyrim, but she wanted to wear one anyway. XD
