This is a central building in Justice’s circle of Heaven. The High Council usually hangs around here, at least when they’re all gathered. It also houses a bunch of other administrative and governmental functions.

Fun fact: When Rex had his seraph halo confiscated in the beginning of Vol. 2 it took place in this very building. Just look at those stained glass windows :V
