This is one of the aliens from the Canto Bight casino in " Star Wars, The Last Jedi " named Snook Uccorfay. He liked to tell stories of his adventurous life experiences to wealthy females so he could show off his... dancing skills. ( I kinda wish I was making that up ). I guess he's a bit like that Commander McBragg guy from the old " Underdog " cartoon. Can't help but notice that the name Uccorfay looks a bit like it was created by an inverted version of Pig Latin. ;-)
