Some Animat species are capable of flight, and this has resulted in various laws and regulations that have no parallel outside of Lantrei. Flying species that intend to fly need to be licensed, and may need to submit flight plans under certain circumstances. The various governments of Sodanglier simply need to know who is flying where and when to avoid accidents. It would not just be a bad day for an Animat if they were sucked into the jet intake of a commercial aircraft or spacecraft. Most of the time Animats fly below the flight paths of commercial aircraft, so this isn't usually a problem. If they do want to fly at higher altitudes, they need to submit flight plans, wear high visibility clothing, wear and use communications equipment, and wear a GPS system so that their location and altitude can be tracked.

Those flying at higher altitudes give way to those who are flying below them, especially if the sun is behind the one at higher altitudes. To give way, the one at the higher altitude must either circle or hover and wait for the one at lower altitude to go before they can descend. Mechanical aircraft always have right of way!

And circling has its advantages - especially if you are male, and the one flying below you is female. ;)
