This is a sketch inspired more from one HelixJack had done, but I made it more realistic in body shape and canonical Vaporeon look. That sounds hard, right? It was. But despite the fact my model didn't have much of a butt, this is more along the lines of what her bust looked like in the photo so that's what I did.
That said, enjoy a Vaporeon in a shiny bathing suit! C:
