The neat thing is, a speech-suppressing device is totally viable. (Not reprocessing to animal noises though :( ) Transcranial magnetic stimulation to the right regions of the brain can temporarily block or hamper speech output. (http://www.ncbi.nlm.nih.gov/pubmed/9736466)
Not sure if subjects of such stimulation can still bring themselves to make nonverbal noises like barking, whimpering, etc.
So, future kinkware might be capable of doing this, who knows?
