A Vaporeon character I have been toying with for a while now.
She was originally going to have legs but the more I sketched her out, the more she became more mermaid. I think it suits her.

Even though she is more aquatic, she can still move on land, just more like a serpent. She does prefer the water though.

I had a lot of fun working on her. ^,..,^ <3
