Garret is the hand of Senator Palpatine, before he became Emperor Palpatine. He's an alien, who was taken from his parents as a child by a Jedi recruiter. Unfortunately he washed out of the Jedi program when he was 14, and got transferred to the Jedi Job Corp where he was sent to a settlement on Arkanis in the outer rim territory to work as a farmer.

When he's not doing his job, he spends of majority of his time searching the Galaxy for his parents.
